2027 MUNICIPAL ELECTIONS

Information for European Union citizens residing in Spain

The municipal elections will be held on 23 May 2027.

Citizens of other European Union countries who reside in Spain may take part in the municipal elections provided that they meet the established requirements and have previously declared their intention to exercise their right to vote in Spain.

WHO CAN VOTE?

European Union citizens may vote if they:

  • Are 18 years of age or older on polling day.
  • Are registered on the Municipal Register of Inhabitants (Padrón) in the municipality where they usually reside.
  • Meet the requirements to be entitled to vote.
  • Have declared their intention to vote in Spain in municipal elections.

WHAT DO I NEED TO DO?

If you have not yet declared your intention to vote in Spain, you must submit the corresponding formal declaration of intention to vote.

This declaration may be made:

ONLINE

Through the Electronic Office of the National Statistics Institute (INE) using the Cl@ve identification system.

Those who have received a communication from the Electoral Census Office containing a Telematic Processing Code (CTT) may also use that code.

BY POST

People who receive a communication from the Electoral Census Office may complete it and send it directly to the Provincial Delegation of the Electoral Census Office, without having to pay postage.

IN PERSON AT THE TOWN HALL

The declaration may also be submitted in person at the Town Hall of your municipality of residence, by completing the corresponding official form.

Identity may be proven using:

  • A foreign national identity card showing the NIE number.
  • An identity document issued by the country of origin.
  • A passport issued by the country of origin.

WHAT IS THE DEADLINE?

To be able to participate in the municipal elections of 23 May 2027, both registration on the Municipal Register and the formal declaration of intention to vote must be completed no later than 30 December 2026.

Declarations submitted after this date cannot be included in the electoral register for these elections.

IMPORTANT

The declaration of intention to vote in Spain is permanent for as long as the person continues to reside in Spain, unless they formally request otherwise.

Therefore, if you have already declared your intention to vote in Spain in the past and you continue to meet the requirements, you do not need to submit the declaration again.
